Frederick Judd Waugh was born in New Jersey and trained at the Pennsylvania Academy of the Fine Arts before continuing his studies in Paris at the famous Académie Julian. Early in his career, he worked as a marine painter on the island of Sark, off the coast of Normandy, and after returning to the United States in 1908, he settled for periods in Bailey Island, Maine and Provincetown, Massachusetts. There he gained wide recognition for his vivid and atmospheric seascapes.

This painting presents a lively view of a sea, likely along the New England coast. Unlike many earlier marine painters who favored sweeping views filled with ships, storms, or sunsets, Waugh often focused on more intimate encounters with the sea. Here, the waves and spray are rendered with energetic, photography-like strokes.
